Introduction: A Paradigm Shift in Representation Kameel Olatunji Olaleye, popularly known as Mascot, understands that effective representation at the federal level goes beyond legislative debates in Abuja. It requires a tangible, visible impact in the streets, wards, and villages of the Ibadan North Federal Constituency. This Constituency Development Plan (CDP) is not just a document; it is a solemn contract with the people. It outlines a systematic, transparent, and participatory approach to local development, moving away from haphazard interventions towards structured, impactful change. The core objective is to evolve meaningful development by setting achievable targets that transform the local government area systematically to a greater height.
1. Ward-by-Ward Priorities: Democratic and Data-Driven Development
For too long, constituency projects have been determined from above, without adequate consultation with those who live with the challenges every day. Mascot’s approach turns this model on its head.
participatory Needs Assessment: We will initiate a comprehensive, ward-by-ward participatory needs assessment exercise. In collaboration with community leaders, youth groups, women's associations, and religious bodies in each of the twelve wards of Ibadan North, we will identify unique, pressing challenges. This ensures that development is community-led.
The Ward Development Committees (WDCs): To ensure sustained engagement, we will facilitate the establishment or strengthening of functional Ward Development Committees. These committees, comprising local stakeholders, will serve as the primary vehicle for identifying priorities, monitoring project implementation, and providing feedback.
Customized Interventions: Whether it is drainage issues in Ward 3, public toilet needs in Ward 7, or street lighting in Ward 10, project identification and resource allocation will be strictly prioritized based on the unique, data-validated needs of each specific ward, ensuring no community is left behind.
2. Community Projects: Revitalizing Infrastructure and Human Capital
The Mascot campaign is committed to facilitating a robust suite of community projects that address the immediate and long-term needs of Ibadan North residents.
A. Infrastructure and Public Utilities
Healthcare Accessibility: Building on Mascot’s previous success in donating a dispensary block, we will prioritize the renovation and equipping of existing Primary Healthcare Centers (PHCs) and advocate for the establishment of new ones in underserved wards to ensure quality, accessible healthcare.
Education Support: We will facilitate the renovation of dilapidated classrooms in public primary and secondary schools, provide essential learning materials, and establish modern ICT centers in strategic locations to boost digital literacy.
Water and Sanitation (WASH): Addressing the chronic water challenges, we will facilitate the provision of solar-powered boreholes in water-scarce communities and advocate for functional public sanitation facilities to improve hygiene.
Road and Street Light Infrastructure: We will advocate strongly at the federal level for the maintenance of major federal and state roads cutting through the constituency and facilitate the installation of street lights in strategic, high-traffic commercial and residential areas to boost economic activity and security.
B. Human Capital Development and Empowerment
Free ICT and Vocational Training: Expanding on Mascot’s record of training over 1,000 students, we will establish dedicated centers offering accredited, free training in high-demand fields like graphic design, web development, coding, tailing, fashion design, catering, and plumbing.
Agro-Allied Support: Given Ibadan’s historic agricultural ties, we will facilitate free entrepreneurial training focused on modern, agro-allied services and value addition, helping small-scale farmers and entrepreneurs enter the modern economy.
Mascot Micro-Grant Scheme: We will advocate for the establishment of a micro-grant scheme specifically for small market women and artisans, providing them with essential, low-interest capital to grow their businesses.
3. Legislative Agenda: Advocacy for Local Progress
A representative's primary role is lawmaking. Mascot will leverage his legislative mandate to advocate for policies and bills that directly benefit the Ibadan North constituency.
Enhanced Local Governance: As a former student leader in Local Government Studies, Mascot will champion legislative initiatives aimed at granting greater financial and administrative autonomy to Local Governments, ensuring they can function effectively as the closest tier to the people.
Constituency Project Reform: He will sponsor and co-sponsor bills aimed at reforming the administration of constituency projects to make them more transparent, accountable, and focused on sustainable community development.
Youth Empowerment and Job Creation: Championing bills that promote the digital economy, support Small and Medium Enterprises (SMEs), and incentivize youth employment initiatives, ensuring that youthful hands are economically trained and gainfully engaged.
Environmental Sustainability: Sponsoring bills aimed at promoting sustainable waste management and urban planning, crucial for a sprawling urban area like Ibadan North.
4. Budget Oversight Plans: Ensuring Value for Money
Advocating for projects is meaningless without robust oversight to ensure that funds are used judiciously and the intended beneficiaries actually benefit.
Transparent Project Tracking: We will implement a transparent, public-facing project tracking system, allowing constituents to see the status, allocated budget, and contractors for all constituency projects in Ibadan North.
Collaborative Monitoring with WDCs: The Ward Development Committees will be actively involved in monitoring the execution of projects within their wards, providing real-time feedback on quality and progress.
Public Town Hall Meetings: We will hold quarterly town hall meetings specifically dedicated to presenting project performance reports, allowing constituents to ask questions, voice concerns, and hold the administration accountable.
Strong Committee Oversight: Mascot will leverage membership in relevant House committees to rigorously exercise oversight functions on relevant federal ministries, departments, and agencies (MDAs) involved in executing projects in the constituency.
